Question about voice in Pirates attraction

There is a voice in Pirates of the Caribbean near the burning village...not sure which pirate...who says something like "steady...steady".

This voice sounds a lot like Jasper from 101 Dalmatians. Anyone know what I mean?

it's one of the guys in the jail cell.. "steady.. we want the keys not the mutt"

it's been a while since i've seen 101 dalmations but i guess he could be jasper
